Increasing Capacities of Policy Makers in International Water Law

Training workshop held in Montevideo, Uruguay, September 26-30, 2016, Spanish Cooperation Training Centre (AECID)

This workshop forms part of the Latin America Programme on International Water Law, which was started by GWP Central and South America in close cooperation with Universidad Externado de Colombia and involves partners as LA-WETnet, Cap-Net, AECID, University of Dundee, ANA Brazil and others knowledge centres in Latin America.

The Regional Coordinator of GWP South America highlighted that “75% of Latin America territory is within transboundary basins. Despite of this situation, most of them lack of a solid legal framework supporting its effective governance” … “Since 2014 we are working through this Programme to strengthen the technical capacity of individuals in a position to advise decision makers in this regard.”

This workshops captured the attention of 87 persons from 14 countries in Latin America who applied to participate. After a careful selection 25 participants took part as planned. The workshop was delivered by renowned facilitators: Pilar Garcia, Elisa Colom, Carolina Villar and Mauricio Pinto. Contents were based on the training manual on International Water Law developed by GWP, LA-WETnet and Cap-Net (now also available in Portuguese thanks to the cooperation of ANA Brazil).

Focused on La Plata Basin, there were presentations of relevant basin authorities from the Foreign Affairs Ministry: Mr. Javier Vidal and the Rio de la Plata River Basin Binational Commission, Uruguayan representative Mr. Rafael Michelini, who gave an overview of the current status on water legal framework in this basin.

More workshops are planned for 2017 within the framework of this programme leaded by GWP and with an active participation by LA-WETnet and other partners.
