On March 28th in San José, Cap-Net and the Ministry of Environment and Energy (MINAE) of Costa Rica signed an agreement for the design and implementation of a national water capacity development policy with special emphasis on IWRM for Costa Rica. The agreement was signed by Dr René Castro, the Minister of Environment and Energy, and Kees Leendertse for Cap-Net. Cap-Net and MINAE are committed to exchange ideas, knowledge and resources to develop and implement such national plan. This framework agreement will be supplemented by annual work plans and budgets. The executing partner for the agreement is REDICA, the partner network for Central America.
A new water law for Costa Rica has passed unanimously the National Commission on Environment and Permanent Studies on March 27th, and will be addressed in parliament on March 31st, where it is expected to be adopted. The water law foresees the expansion of MINEA to include water and seas. The director of water, José Miguel Zeledón, will be in charge during the transition period.
