Implementing IWRM – the case of river basin management.

Integrated water resources management (IWRM) remains an elusive concept to many people yet at the same time countries are now at the stage of implementing IWRM plans and facing the challenge of what IWRM means on the ground.

River basin organisations are being established in many countries as a basis for the implementation of IWRM principles. These institutional reforms are very challenging to the status quo and as a result may sometimes only be cosmetic or very slow to implement. To identify and address emerging capacity needs Cap-Net and partner networks (AguaJaring, Cap-Net Lanka, Nile IWRMnet, and LA-WETnet) in collaboration with UNESCO-IHE and INBO carried out case studies in 4 river basins (in Malaysia, Sri Lanka, Kenya and Mexico) and a training course for RBOs will take place in April. The goal is more effective and efficient river basin organisations.

 

IWRM and Climate Change

Together with partner networks and APFM/WMO, Cap-net engaged in addressing capacity building in adaptation to climate change in the context of IWRM. The programme developed at a workshop in Geneva in March built on the exchange between etworks and partners. A training of trainers is scheduled to take place in August and the development of a training package on the topic is planned around that event.
