  This is a collection of key points in managing floods in an integrated way, made by Cap-Net. The material draws from several materials produced by the Associated Programme on Flood Management.

• Cap-Net , A Strategic Guide for the Constitution of an International Inter-State Commission for Shared Water , 2004, English
  The document is a summary made by Cap-Net of chapter 4 of “Proposal for a Strategic Guide to Assist in the Constitution of International Inter-State Commissions for Shared Water Resources” prepared by French Académie de l’Eau, (2000). The purpose of the document is to propose strategies for constituting a commission between countries that share the same basin in order to ensure that water resources are managed efficiently. An important issue in many regions and an essential issue for integrated water resources management.

• Min. Agric. Hydraulics & Fishing Resources , Action Plan for Integrated Water Resources Management in Burkina Faso ., 2003, English
  A good example of an IWRM plan which sets the course of action for the country to achieve water management goals. The outputs are well structured and matched by well judged actions. A good foundation for other plans to build on. (1MB)

• NEPAD , NEPAD SHORT-TERM ACTION PLAN (STAP) for Transboundary Water Resources , 2004, English
  The document is useful as an example of an water resources plan for transboundary rivers in Africa.
  The objective of the report is to describe a short-term strategic framework and action plan for facilitating cooperative development and management of selected transboundary river basins in Africa under the NEPAD Initiative. The report describes the context of NEPAD’s involvement in transboundary water resources, the existing situation in the selected basins, key issues and challenges, elements of the short-term strategy and action plan for meeting the challenges.

  This paper gives a clear outline of the principles and guidelines for management of the coastal zone. Essential reading for those concerned with integrated water resources management involving the marine interface with very practical advice.

• SAWEG , Towards the sustainable management of Sahelian floodplains: Guidelines prepared by the Sahelian Wetlands Expert Group (SAWEG) IUCN - The World Conservation Union Regional Office for West Africa , 1999, www.iucn.org/themes/wetlands/pdf/saweg-guidelines.PDF, English
  The document provides some background information on the importance of floodplains to the indigenous riparian inhabitants of the Niger, Lagone and Senegal, the three major river systems of Sahelian West Africa. It is aimed primarily at giving guidelines for the sustainable management of floodplains in the Sahelian region of West Africa from project planning to implementation. Some aspects of policy formulation, financing and capacity building are provided.

  The briefing note from the World Bank GW-MATE team explores the main water resource management challenges for groundwater and gives guidance on how it should be managed.
  The document looks at technical tools, institutional instruments and management actions.

• World Commission on Dams , Criteria and guidelines for good practice on Dams , 2000, English
  Chapter 9 of the WCD report contains valuable guidelines for the planning and implementation of large dams. Go straight to the guidelines on page 278 or read the whole chapter. • Economic and Social Commission for Asia and the Pacific , Principles and Practices of Water Allocation among Water-Use Sectors , 2000

• This is an abstract from the full document and gives a very good overview of the implementation of water allocation. The principles and guidelines are outlined and provide the framework from which to address the issue in an integrated manner. The principles address water rights, institutional issues, groundwater, prioritisation, scarcity and other issues.
  The full document should be obtained for case studies and more detailed background.

• Lumbroso Darren, Handbook for the Assessment of Catchment Water Demand and Use , 2003, www.hrwallingford.co.uk, English. The aim of the Handbook is to support professionals and practitioners in sub-Saharan Africa responsible for the management of water resources at a catchment level. The Handbook provides practical guidance for assessing and forecasting water demands and use for the following sectors: environment, agriculture, rural domestic, urban and industry.
  The material provides methods, examples and statistics relating to assessing water demand at a catchment level in sub-Saharan Africa.(pdf file, 3 MB, total 248 pages)

Social Change and Stakeholder Participation.

• French National Committee, IHP, UNESCO , METHOD GUIDE To Inform, Awareness - Raising and Train the Public with Respect to Water Problems ., 2001, English, French
  This guide is based on 81 case studies that were considered positive. The document proposes 6 vital recommendations that cover all of the requirements in terms of making the public aware, informing them and training them about the problems of water. A certain number of procedures have also been described that will allow the decision makers to undertake actions in this sense.
  The 81 actions are more fully described in a second report, which is available from the Académie de l’Eau who also prepared this report.

• Garduno H., Stakeholder participation in Groundwater Management, mobilising and sustaining aquifer management organisations ., 2003, www.worldbank.org/gwmate, English
  A short overview of the mechanisms and rationale for stakeholder participation in groundwater management. The distribution of functions is described between the different levels. While the document does not deal with the process for establishing and maintaining these organisations it does address the essential need for the correct enabling legal environment.

• Gender and Water Alliance , Policy Development Manual for Gender and Water Alliance Members and Partners , 2003, English
  This manual provides guidelines designed to help development organisations - government, donor or civil society - concerned with water management or service delivery to develop gender policies appropriate to their own organisational context. The Guidelines are intended to be enabling rather than prescriptive. They focus on the processes of policy development outlining key steps and issues to address.
  Methods to conduct a gender analysis of your own organisation are included.

• Rees Y., Good European Practices for Stakeholder Involvement – Lessons from Real Planning Processes , 2005, English
  This provides a concise overview of main findings and recommendations on how to approach stakeholder participation in river basin management. These lessons are generally applicable in all regions. The document is an executive summary from a study of European experience in 11 basins.

• Water Supply and Sanitation Collaborative Council , Advocacy Sourcebook , 2003, English
  The aim of this Sourcebook is to help promote the water supply, sanitation and hygiene (WASH) campaign of the Water Supply and Sanitation Collaborative Council. In particular focussing on advocacy for policy change.
  A number of useful advocacy guides and manuals have been produced in recent years by civil society and other organisations. Rather than trying to 're-invent the wheel', this Sourcebook has drawn on these publications whenever possible, particularly with regard to the planning of advocacy work. They are referenced in the text and a full bibliography is given at the end of the Sourcebook.
  The document is rather long (and large at 1.2MB) but has very useful advice and tools on how to conduct awareness and advocacy programmes and can easily be adapted beyong water supply and sanitation into the broader issues of water resources management.

  A case study on Australia which includes summaries of key principles for pricing as well as water allocation to the environment.

• Foster et al. S., Groundwater Quality Protection. A guide for water utilities, municipal authorities, and environment agencies ., 2002, EnglishA comprehensive elaboration (5.7MB) of the briefing note this publication is a detailed account of groundwater quality protection.
  Emphasis is given to assessment of vulnerability, water protection zones and control and management of groundwater pollution hazards

• Foster et al. S., Groundwater Quality Protection. Defining Strategy and Setting Priorities ., 2002, English
  This briefing note from the World Bank GW-MATE team addresses pollution of groundwater. Common sources of pollution are described. Assessment and protection measures are presented but there is little on institutional arrangements.

• World Bank , Pollution abatement: Industry sector guidelines., 1998, Link , English
  This provides guidelines for pollution control in specific industries. Information is contained in the Pollution Prevention and Abatement Handbook of the World Bank. Covering more than just water pollution, the guidelines provide useful industry specific data to begin addressing water and other pollution.
