Capacity development of the farmer leaders in medium/ major irrigation schemes; empowering them on participatory decision making – 25th June 2018, Uyilankulam, Sri Lanka

The first training programme for 2018, Capacity development of the farmer leaders in medium/ major irrigation schemes was conducted in Farmer Training/Meeting Centre, Uyilankulam, Mannar District in the Northern Province of Sri Lanka on the 25thJune 2018.

The main partners of the programme were Irrigation Department, Department of Agriculture, Department of Agrarian Development, Sri Lanka Water Partnership and Irrigation Management Division/ Ministry of Irrigation. A total of 66 participants including farmer organization leaders, agency staff of minor/major schemes, consultants attended the programme.

Programme covered the following areas:

  1. Principles of participatory management, Institutional arrangements for farmer representation, roles and responsibilities of staff and farmers in participatory management, Field canal, Distributary canal and System level organizations. Legal basis.  Seasonal Planning arrangements, Pre Season and Season Meetings. Constitution of Project Management Committees (PMC) and joint decision making.
  2. Climate Change Impacts on rural livelihoods and risk management options in irrigated paddy cultivation and other crops.
  3. New Technology options including rainwater harvesting for agriculture.
  4. Seasonal Planning and joint decision making (Interactive/group session).
